Seftons worked with Dubbo City Council to run a regional communication campaign to alert businesses that discharged trade waste into the sewer system of their legal obligations.
As part of the campaign we:
- Built support and engagement with stakeholders
- Ran TV and radio advertising linked with regional media editorial
- Arranged information sessions, and kits (fact sheets, magnets, stickers) for businesses
- Recruited businesses to endorse the program and act as drop in information points.
In the three years following the campaign, the number of businesses signing trade waste contracts with Dubbo City Council increased tenfold and there was no community backlash or negative feedback.

Dubbo City Council was very happy with the awareness, education and behaviour change campaign developed and run on our behalf by Seftons to increase the adoption rate of our Sewerage Trade Waste Policy. This had the potential to be seen by the business community as just another regulatory and cost imposition by ‘Government’, a sure recipe for poor public perception. In the end the number of businesses on these contracts increased tenfold over three years. Frankly, I was amazed at how the policy was implemented during that period without drawing more criticism than it did. I can only speak very highly of the professionalism of Seftons.
